I actually think that D.C. will fit the mood perfectly: its inhabitants are used to distrusting each other for various reasons. Politicians are constantly trying to get leverage on each other, the poor are almost literally dying on the streets in front of some of the finest restaurants and hospitals in the world and the disparity of power between the politicians and the rest of the city is, quite frankly, disgusting.
That said, I think Chicago, with its rich history of corruption, would underline the themes you’ve outlined thus far very well.
